"Nokku Kooli" !!

In a recent edition of Malayala Manorama, I was amused to read CPM Secretary Pinarayi Vijayan's comments about "Nokku Kooli". Even though Nokku Kooli is a well-known practice in Kerala for many decades now, and has been filmed in numerous comedy films and portrayed by Toms in several Bobanum Moliyum comic strips, I was not aware that it has been officially assigned this interesting name of "Nokku Kooli". Actually I remember reading about this practice in the Kuttan Kandathum Kettathum comics by Krishnan, that was published in Mathrubhoomi weekly during the late 1970s, so I guess it was already a well-established custom that time.

In Kerala, various Labor Unions have assumed these funny rights to receive payment for any sort of "loading and unloading" happening in the state, even if they haven't done any work. To quote from a Deccan Herald article, "It is the wage that has to be paid to the recognized trade union workers of an area when a person or organization loads material on to a vehicle or unloads with the help of friends or helpers instead of these workers. These wages are no pittance either, but often up to four times the normal wages laid out by the labor department. Those undertaking construction or moving household articles while shifting their lodging and companies have no choice but to pay up. .. The rational behind this strange practice is that only the unions have the right to load or unload material. As such, they should be paid even if they did not take up the work.", and that is exactly Nokku Kooli, which literally means "Fees for Observing".

I wonder if any similar interesting practice has ever been followed by any other civilization of the World for such a long period of time.

Hi Ratheesh, my mother used to tell us about this practice when we were kids but I never believed her to be honest, because the whole idea sounded so ridiculous! I can't believe that in this day and age we have such practices in Kerala!

Nokku Kooli was the topic of discussion in yesterdays Nammal Thammil program on Asianet. It continues today also.

Yesterday one trade union leader was justifying Nokku Kooli saying that it is similar to some "protection allowance" that was paid to college teachers who lost their jobs when predegree course was separated from colleges and moved to schools as +2 a few years back.

I remember a boban and moly cartoon strip in which Vakkil plans to go to a farm property of his to bring some jackfruits. They load the same on the bus, only to be demanded the nokku kooli by the labourers. Interestingly the dialog of the labourer was something like this "nhaananu aadyam chakkamel kurishu varachathu. athu kondu kooli enikku kittanam..." Maybe this was the technique ( kurishu varakkal ) used to claim ownership over work that was never done :-) Pradeep PC

There was a discussion on this in DD Malayalam last night. The leaders of all major trade unions was part of it. They took opinions from many of the public also over phone. Surprisingly, I found that when the leaders of CITU, AITUC and INTUC strongly spoke against this 'widely spread evil' among the workers and took the responsibility to take action against such people, the leader of BMS (I think, it's supported by BJP), repeatedly mentioned that there is nothing called "nokku kooli" practiced in our state, and also he went to the extent of supporting it and was telling that it should be legalised and the name should be changed to "nashta parihaara thuka" (compensation allowance) instead of "nokku kooli"! :-(
